Argument parsing errors and breaks command execution as following scripts

• update-changelog-content.ps1
• update-version.ps1

Fail on as follwoing path
\sdk\healthdataaiservices\arm-healthdataaiservices

[MaryGao]

Please help invesitigate the root cause and analyze the impact for argument --no during npm command.
