Update Group property name to GroupId in the PackageProp type #13226
Description
The PackageProp type uses Group as the name to record the GroupId info for Java package. We have all the other places use the GroupId such as dev-ops work items, package csv files.
This task is to rename it to be consistent across all the places. The scope includes the definition and all the consuming places.
