It says this application is already running even though it isn't

Current behavior

So it was starting to bug so I deleted it and downloaded a new one. Then it didn't work so i just kept on deleting and downloading and nothing seemed to work. I have tried almost everything. I just don't know what to do

Steps to reproduce the behavior

I had to open it before I opened steam because another one opened and didn't even show up so I couldn't see it at all.

If you can't see the application it'll be minimized to the system tray. On Windows 11 those icons are individually hidden, which is really annoying but that's how they made it, in that case there should be a little up arrow in the tray, near the clock, that allows you to see all hidden tray icons.

That a different version launches with SteamVR means that you actually had the application elsewhere on your system, and had run it once which registers it with SteamVR to auto-launch. And if it was set to minimize to tray on launch, it would explain why it looks invisible.
