How do i make it say connected bc im runnoing steam link gtag and its not connected??? also since its not connected i cant use my voicemod sb so pls help

It should connect to the SteamVR API as long as this application is running on the same system as where SteamVR is running. Might be problematic if you are running one as administrator and not the other.
