Add ability to upload files related to a specific Identity

Identities should be able to upload content for use in their Identity.

Examples:

1. Staff, Individuals, organizations, can upload a Image, picture of themselves, or logo.
2. Uploading scanned documents or pictures of identity cards that are reusable.

All files should be segregated into separate folders or "owned" by their respective identity.
