logunit not set early enough in nuopc interface

**Describe the bug**
Some WW3 logs are going to the cesm log because the logunit variable is not initialized at an early enough point.

**To Reproduce**
Run CESM with WW3, I used test SMS_Ln5.TL319_t232_wg37.GW_JRA.derecho_intel

**Expected behavior**
WW3 output should go to file wav.log and not to cesm.log
