Change the action to force addition of files and directories (#691)

* Fix syntax error that I hope was causing problems with action

* Change action to force addition of files to dist directory, which is
in the .gitignore list for the target repos.  I think this will solve
the problem of new files and directories not being added when the 
web-map-custom-element dist directory structure changes.
