Content/ Wiki: Add Accessible for beginners guide

We want our website to be a shinning example of the web world including the accessibility of our site. We should add a guide for contributors (perhaps in a CONTRIBUTING.md file or the Wiki) it can predominantly link out to best practices and perhaps highlight checks which should happen on any new/existing code (eventually it might also be nice to automate these checks)
