[🚀 Feature]: Bindings must supply selenium version

Description

Currently Selenium Manager is passing in the Selenium Version based on its internal version. If we are going to release Selenium Manager separately in Selenium 5, the bindings must send this information.

Have you considered any alternatives or workarounds?

@bonigarcia is there anything else that Selenium Manager is doing under the hood that needs to move to bindings for releasing separately?
