Bug Report: "No status event from orchestrator" Error When Creating Trading Strategy

Problem Summary
When creating a new trading strategy in the Web UI, after clicking confirm, an error pops up: "Error Creating Strategy: No status event from orchestrator", preventing the strategy from being created.

Steps to Reproduce

1. Launch the ValueCell application
2. Access the Web UI in browser (http://localhost:1420)
3. Navigate to the trading strategy creation page
4. Fill in strategy configuration:
   • Strategy Type: Prompt Based Strategy
   • Strategy Name: DeepSeek Reasoner-Virtual
   • Initial Capital: 1000
   • Max Leverage: 2
   • Decision Interval: 60 seconds
   • Trading Symbols: BTC/USDT, ETH/USDT, SOL/USDT, DOGE/USDT, XRP/USDT
   • AI Model: DeepSeek Reasoner
5. Click the "Confirm" button
6. Error appears immediately, page stays on the form

Expected Behavior
Strategy should be created successfully and redirect to strategy list page or show success message.

Actual Behavior
Error dialog pops up: "Error Creating Strategy No status event from orchestrator"

因为系统配置了代理（如 VPN、企业代理等），导致 httpx 尝试通过代理服务器去连接 localhost

解决方案 ：
强制在连接本地 Agent 时绕过系统代理设置。

1. 修改 python/valuecell/core/agent/client.py ：

   • 在创建 httpx.AsyncClient 时，如果检测到目标 URL 是 localhost 或 127.0.0.1 ，则设置 trust_env=False 。这会告诉客户端忽略环境变量中的 HTTP 代理设置，直接建立连接。

2. 修改 python/valuecell/core/agent/decorator.py ：

   • 同样将 Agent 服务内部用于推送通知的 httpx.AsyncClient 设置为 trust_env=False ，确保 Agent 自身的回调也不会被代理拦截。
