Support `balena deploy` as an alternative to `balena push`

Adding support for balena deploy would allow this action to also be used on open-balena instances where there is no Builder instead of only on balena-cloud where there is a builder. The environment option makes it seem like this would work on open-balena environments, but it only will if https://github.com/dcaputo-harmoni/open-balena-builder or some other customer builder exists in the environment.
