CUDA 12 support

Hi,
Has anyone had success running with CUDA 12.x?
I'm using CUDA 12.3.0 and implicit.gpu.HAS_CUDA is False.

It seems like this is hardcoded to 11 here:
https://github.com/benfred/implicit/blob/main/ci/install_cuda.sh

I found this issue which may be related: #718
