[chore] Update dev dependencies: hTest and Prettier plugins (#688)

We [improved hTest](https://github.com/htest-dev/htest/releases) a lot and [fixed known bugs](DmitrySharabin/prettier-plugin-space-before-function-paren@0.0.4...0.0.9) in the `prettier-plugin-space-before-function-paren` plugin since the last time we updated the deps. So it should be beneficial for the project to use the latest versions.
