Security: App based access control

I need to give a developer access to an app to allow the dev to investigate log and maybe update configuration env vars. Otherwise this forces me to create a team pr app which is not a great way I think.

Suggestion:

On the team page, list the apps, services and allow to set read / write / admin rights on each.
