Add an item template for creating launch profile JSON files (launchSettings.json/app.run.json) #52023
Description
We should add item templates that makes it simple to create launch profile JSON files for console and web apps. While the console and web templates come with these files already, users working with file-based apps have no easy way to get an appname.run.json file with valid launch profiles configuration in it.
