Create structure for rotating challenge team

@mrbobbytables and I will eventually need a break, but chaotic geese never rest.

At some point we need to set up the structure to let us rotate out and bring in new people to create challenges. This'll involve things like granting access to the honkci twitter account, and granting access to the private working repo for honkctl
