`make setup` is meant to set up a developer to run e2e tests. You cannot run ^TestAgentgatewayIntegration$, e.g., without these images on kind. Signed-off-by: David L. Chandler <[email protected]>

Also uses a faster technique to install GIE CRDs already used in the Makefile.
