TabView tearing creates external tabs, causing program crash

Describe the bug

Using a stylus, click the plus sign to create a new TabViewItem. Long press by stylus or touch and drag the header of the TabViewItem downwards apart from the main window and form a new window. the program crashes.

Why is this important?

Dragging tab apart from the window is a high frequency user behavior which leads to a frequent app crash which will harm user experience and reputation of new OS.

Steps to reproduce the bug

1. Using a stylus, click the plus sign to create a new TabViewItem,
2. Long press and drag the header of TabViewItem by stylus or touch downwards to tear apart the tab,

Actual behavior

App crashes.

Expected behavior

The program does not crash, and the torn tab displays normally.
