Describe the bug

When attempting to capture zoom and scroll in ScrollView, such as using the mouse wheel, dragging the scrollbar slider with the mouse, clicking the decrease/increase button, clicking on the blank area of the slider, using two fingers to zoom in/out, and pressing Ctrl+mouse wheel, the corresponding ScrollAnimationStarting、ScrollCompleted、ZoomAnimationStarting、ZoomCompleted The callback was not triggered

Why is this important?

Zoom in/out or scrolling up/down cannot be triggered which will harm user experience and reputation of new OS

Steps to reproduce the bug

  1. Create a new ScrollView and add an image to it
  2. Use the mouse wheel to drag the scrollbar slider, click the reduce/increase button, click on the blank area of the slider, use two fingers to zoom in/out, and press Ctrl+mouse wheel,

Actual behavior

ScrollAnimationStarting、ScrollCompleted、ZoomAnimationStarting、ZoomCompleted The callback was not triggered.

Expected behavior

ScrollAnimationStarting、ScrollCompleted、ZoomAnimationStarting、ZoomCompleted Can trigger callback.
