WInUI Apps Cannot Fit The WIndow While Resizing #10903

Describe the bug
When dragging the windows of WInUI APPs, the content won't fit the window immediately and leaves a blank zone.
Why is this important?
It would destroy the user experience.
Steps to reproduce the bug
Drag to resize any window of a WinUI APP
Actual behavior
The bottom and right edge will shake and leaving a blank zone.
Expected behavior
The content fit the window immediately.
