Update mainline to QEMU v10 for Windows environment (#1269)

## Description

QEMU for Linux environment has been updated through the container
refresh in mu_devops.

As Chocolatey starts to host v10, this change updates the external
dependency to v10 to bring parity to both environments.

## How This Was Tested

Booted QEMU Q35 to UEFI shell.
