Describe the bug
In OpenMetadata version 1.7.1, mentions in incident comments do not trigger email notifications.

To Reproduce

Go to the Incidents section.

Create a new incident.

Add a comment mentioning a user (e.g., @myusername).

Observe that no email notification is sent to the mentioned user.

Expected behavior

Mentioning a user in an incident comment should trigger an email notification, just as it does in:

Announcements, Table activity feeds ..
