Description
During the 0.134.1 release, github had a small issue and could not checkout the code, see for example https://github.com/open-telemetry/opentelemetry-collector-releases/actions/runs/17439761963/job/49519387498.
When any error happens, if you try to re-run the job will fail because it tries to re-add the cmd/builder/v0.134.1, see https://github.com/open-telemetry/opentelemetry-collector-releases/actions/runs/17439761963/job/49519515562 which was added in the previous failed run.
Proposal is to make the adding tag first check if the tag exists at the current commit, and if yes to not try to re-add and fail.
