Force sampling #6177

Hello
By default im using sampler new TraceIdRatioBasedSampler(0.001)
But in some specific cases i want to to force sample with TraceIdRatioBasedSampler(1)
In our code previously using opentracing we created spans and then added sampling priority after through tags. In your lib seems that this approach doesn't work?
