Re-enable astro build in CI

Followup to #4867

We should enable the astro build in CI here again, but in a way that repeated local builds don't break things.

This may be blocked by the way the astro build does the MDX conversion of example files, but I believe we can work around that by setting the CI up as a separate job with a separate deps artifact.
