Remove Cargo workspace CI checks and dummy crate

Remove the Rust CI workflows (checks.yml and reusable-preflight.yml)
along with the Cargo workspace configuration and dummy placeholder crate.

These were only needed for validating Rust code snippets that have been
migrated to polkadot-cookbook.
