limit memo size

Rn there's no limitation. For ICS20 limitation it is 32kb. Suggestion:

- add `MEMO_MAX_LENGTH` to be considered in instantiation and migration
- check memo size depening on given max length

NOTE: there's a memo limitation in ibc-go v7.6.0 - but not for previous versions
