Steps in report are off by 1

When running sg setup, and encountering problems, the report on addressing them is off by 1.

Reproduce:

• Encounter issues with your setup. For example, steps 5 and 11 were incorrect for me.
• Ask sg to "Fix everything"
• Observe output step numbers, note they are off by 1
