Bug: Submit Request button not working for Request Retrieval #39

Describe the bug
On the FA viewer when a user adds an item to the "Requests" and then tries to "Request Retrieval" the "Submit Request" button is greyed out and they are unable to submit the request for retrieval. Functionality for "Save for Later" and "Request Reproductions" is working as expected.
To Reproduce
Steps to reproduce the behavior:
- Go to https://exploreuk.uky.edu/fa/findingaid/?id=xt7fqz22fz9v
- Select any item to add it to the requests
- Click the "Requests" tab
- Leave the default or select "Request Retrieval"
- See error
Expected behavior
If any items are added to the "Requests" cart and the "Request Retrieval" option is selected the "Submit Request" button should be enabled and once it is clicked the information should be passed to Aeon through https://requests-libraries.uky.edu/
