dynmap.url permission does not work on /dynmap url

Issue Description: /dynmap url permission cannot be controlled with dynmap.url as declared within plugin.yml

• Dynmap Version: 3.7-beta-11
• Server Version: paper 1.21.4 build 232
• Steps to Replicate:

1. Use permissions handler (eg. LP) to deny dynmap.url permission
2. Run /dynmap url

[X] I have looked at all other issues and this is not a duplicate
