Update tag with link to eLife

Update the tag with links to the eLife and Jupyter blog posts.

Update the binder20-elife tag to the latest (working) version of the bikes-per-week notebook commit ( 1ccc6e3 )

Until this is done, the 'Launch Binder' button at the eLife blog will launch a broken version of the notebook

I have tested that this latest commit works as expected when run as a binder:

Tim updated the tag (thanks!), so I think this issue can be closed now.

I think my historical self meant to say: "Update the README to contain links to eLife blog and then update the tags". At least that is how I interpret it now :-/
