Release v0.2.0, common name strategy update

This represents a checkpoint cut from within the common name resolution conversation, where additions to that here include just release metadata.

While a 'final' strategy on common name resolution is still under discussion, this creates a necessary reproducibility checkpoint.

Compared to v0.1.0:

• Main common name strategy updates:
  • English-first vernacular selection, with non-English fallback.
  • Hierarchical fallback across ranks when lower-rank common name is missing.
• This will likely change common name outputs relative to v0.1.0.
• No changes to the core taxonopy resolve GNVerifier strategy are intended in this release.
