Resolve compilation errors with ICX compiler from 2026.0 release

Previously, the icx compiler issued the warnings like:

$SRC_DIR/mkl_umath/src/mkl_umath_loops.c.src:1290:9: warning: incompatible pointer types passing 'npy_cfloat *' (aka '_Complex float *') to parameter of type 'const MKL_Complex8 *' (aka 'const struct _MKL_Complex8 *') [-Wincompatible-pointer-types]

Since 2026.0 release, the compiler treats that warning as an error.

Thus this PR is intended to fix the build issue with 2026.0 compiler.
