Version Bump CI

• Removed app-* and starter-* from the workspace
• Moved to Dependabot for keeping packages up to date
  • Starter and App packages, just watch the metaframework
  • Added checklist to PR template for checks against Dependabot PRs, we can try and automate this,s but for now, manual checking when the metaframework versions bump is fine
• Edited scripts a little to work with the new setup
• Deleted versions that snuck in and not gone through this process
• Cleaned up CI
• Had to bump a few versions to ensure this works correctly
