Add 8 system tests to verify BigQuery `getRows` functionality with various combinations of `timestampOutputFormat` and `useInt64Timestamp`. Tests cover all format options: UNSPECIFIED, FLOAT64, INT64, ISO8601_STRING combined with boolean `useInt64Timestamp` values.

Add 8 system tests to verify BigQuery `getRows` functionality with various combinations of `timestampOutputFormat` and `useInt64Timestamp`. This PR adds a new system test file
system-test/timestamp_output_format.tscontaining 8 tests. These tests verify thatTable.getRows(invoked viatable.getRows) correctly accepts and processesformatOptions.timestampOutputFormatandformatOptions.useInt64Timestampquery parameters.The tests create a temporary dataset and table with a TIMESTAMP column, insert a sample row, and then query the table using the different combinations of options requested.
Note: The tests pass options using keys like
