Let's explicitly state that the red-team does not manage and is not involved in the (internal) R&D process, and add a dedicated section listing the red-team's non-tasks for emphasis.
The interface is basically the same as for downstream developers (as your doc already describes).

R&D owns roadmap definition and prioritization; the roadmap is informed by and can be updated based on input form ecodev.

If interaction == engagement (like, reply, repost), 100 is slightly lofty given the current engagement rate but is definitely where we want to get to.
