This PR resolves various broken links in the EN lesson exploring-and-analyzing-network-data-with-python

(Recently published translations into FR and PT already use Perma.cc links)

Just to keep you updated on some new link fixes. You'll note that I've replaced all the links to the networkX documentation in one commit, and then replaced all of those with perma.cc links in the next.

(The translations into FR and PT already use Perma.cc links).
