This patch allow the
fetch_osc.shscript to take an optional argument which controls how long it will wait (in seconds) between download attempts. If not specified it will remain at 15 seconds.The default of 15 is good if you are using the main OSM minutely diffs. However if you are using another service, like Geofabrik's country specific diffs, there is no point in querying that server every 15 seconds.
